Because of any number of fluid factors over time? New Jersey was worried about what they were last season and off season, finishing 10th last when they were supposed to start contending.
Now they are contending, so maybe more willing to push out a future guy like Mercer to bring in a sure fire veteran that they believe could push them over the edge the next couple years.
They (and the league) likely value Miller higher than Markstrom, even though goaltending was a bigger need. So you can't just say "they weren't willing to trade him for their biggest need, so why would they trade him for anything else". The player value matters.
