Hockey Canada needs to find a way to make minor hockey more economically feasible. The NCAA allowing players who've played in major juniors to still compete in the NCAA is a big step. More needs to be done.
Outreach is great. Now they need to work on making it feasible for people of all economic classes to actually play hockey.

Well, sure but presumably the financial burden is as great for everyone. Obviously new immigrants are probably in a worse financial position, but if you go to most upper middle class areas - say Trails West - and look at their younger teams, they are pretty diverse.
