Look at the cup winners. Every one of them except Boston and Vegas have tanked. And Boston got the 2 pick and Vegas had top 3 players begging to join them, so they are an exception.
And Chicago and San Jose tanked. They still aren't good but now they have game breaking talent needed to win a cup. And I'm sure one of those 2 will win a cup now in the next 10 years.
