It doesn’t matter who owns the oil at the last second before it crosses the border. That’s not how any of this works. In the situation of an export levy, the buyer pays. It can change hands 40 times on paper before it crosses the border, but someone is paying the tax.

I truly hope this is you making something up and not Smith’s actual theory (maybe provide a link if it is) because if Smith believes this is how it works then we’re all being led by someone even dumber than we thought.

And regardless of that, it’d be easier and more likely for Canada to just stop exports of it altogether. Which it can also do unilaterally.

Alberta has no say, no power, no jurisdiction, no authority, no whatever you want to call it. So all Smith has been doing is peacocking for her supporters, and it’s clearly working, but it has no actual value for our province.
