What if Smith already knows that oil is being carved out, and as a result she’s just not willing to play ball? Like maybe she heard that this weekend and she knows that Alberta is going to get a better deal. Sure it sucks for all the other industries, but that would make sense as to why she wouldn’t go to bat.
