I think "If" is the operative word. The differences between the three isn't that much (in terms of IFA bonus pool) and if Sasaki really wanted to make bank he could have just waited a few years and cashed out when he isn't limited as much as he is now. So it's entirely possible that he just signs for whatever the teams pool is and nobody has to go get more.
I think the better indication is who isn't signing the guys that they were previously linked to... if you see word coming out that one of those teams signed whatever 16 year old SS out of Venezuela they have informal agreements with for 1.3M dollars then that is an indication that they aren't signing Sasaki.
