Smith's behaviour can be explained in two ways: she is destructively doing things to further her own personal agenda and grift. Nobody seems to want to say what the grift is. OR...her behaviour is consistent with the best interests of Alberta vis-a-vis the relationship with the US and that hurts peoples' brains. So they go with the "grift" argument to sort out the cognitive dissonance.
