I dont think this has that much to do with the state of the arena as it does with location. Having done to MSG, Centre Bell or Chase Centre (all different ages for arenas) they are great because they are in way better locations and apart of the city.

I'm pretty sure this deal is a new arena at the sports complex in South Philly.
If I'm not mistaken the East Market Street project gets cancelled as part of this and is replaced with a different investment.
And when I was in Philly when they had the express lines going it was a about a 15 minute transit ride from City Hall to the stadium district...so not too bad.
