Because US insurance is also dreadful, the hospitals and care they cover are great but the effect of deductibles puts even well off going for routine check ups and tests and when they are diagnosed with serious illness a percentage just get their coverage taken away
The job of a health insurance company is to pay for as little medical as possible, we tend to think of healthcare as one thing, basically Dr's and hospitals, healthcare in the US is comprised of 2 opposing forces, Dr's and Hospitals trying to treat patients (they are great, best in the world) and a wholly separate Insurance system trying to prevent treatment
