No doubt they are all hostages and don't get to see the big picture. That being said their lives look pretty good in the context of the star wars universe.
My guess is that is part of the secrecy that the government put in place when they set up the mint. They needed workers, so they set up a generational system of labor. There was no automatic off switch though.
It's a bit odd for trusting the droids are though. They didn't have any way to identify the emissary other than the ship he arrived in?
Edit: Thinking about the episode more. There's a scene where the parents all reveal that you learn the truth about At Attin when you become a part of the corporation.
Also, Tak Renond is likely to play a role in this too. Maybe Rennod set up the planet for laundering, and then he passed away and it just kept stockpiling cash. Or maybe he's holed up somewhere on the planet crazily amassing money he can never spend?
