If it's an occasional bottle or two without the ability to trace you (ie: Kijiji doesn't show your address) and not like an active set up that they can chase down, it's hard to and not really worth enforcing for a bottle or two. This further to the fact those listings don't typically confirm whether a transaction occurred.
But for many other situations, oh hell yes they enforce. I've heard a lot of stories about events with liquor and improper liquor licenses that get chased down fast. I remember being at a community centre for a birthday party and within a few hours of the party starting, some AGLC dude (not community centre) showed up to confirm we had a valid liquor license (we did). They don't always check, but any time I've been at an event that was checked, holy hell do they show up quickly.
