My assumption is the liberals will modify their leadership rules to have a leader prior to the 24th. If that wasn’t the plan why wouldn’t an election just been called today?

If we follow that assumption then Signhs statement today makes sense as he needs to appear like he will topple the government. This way when the new leader is elected and they sit down to negotiate confidence for the throne speech he has a strong position.

So to answer the question of who he will negotiate with, the new liberal leader.
