That's a tough one in this situation. They got down the field and lined up pretty efficiently after that play at the WSH 44.
Main reason they don't want to call a time out in that situation is to not let the other team settle or substitute. If Penix throws a subsequent 10-12 yard underneath pass against a defense who is mostly trying to properly line up and playing a conservative zone, they are in FG range.
He didn't, instead he threw incomplete. But, to my point, after that clock stoppage, Penix threw 2 more incompletions against a defense better setup and having had the ability to substitute. They got two penalties which gained them 15 yards or so.
There are screwups with time management, I don't think that was one of them, Atlanta gambled after a big hit play and hoped to catch Washingtons defense on their heels and get a quick hit play for an additional 10+ yards against a soft defense...then use a timeout or two to get even closer.
