Well the women's prisons apparently can't keep violent offenders segregated so it seems like there is a huge lack of investment into the safety of female prisoners at these multi-level security facilities.
They were able to keep Karla Holmolka, a notorious violent sex offender, segregated before her release, but a trans person? Not a chance the security could keep that up.
