Ever since the debacle when Toronto wound up trading Tyler Seguin to Boston for Phil Kessel, 1st-round picks have nearly always had lottery protection attached. It's not about sending a message to the players, it's about sending a message to ownership. The message is, ‘Don't fire me, I'm not that stupid.’
