I thought that was weird, since it happened right at the faceoff. I had it on tape, so I just went and watched it. There were 2.6 seconds left. The linesman dropped the puck and immediately headed towards the blueline, getting himself out of the way of the faceoff scrum. He then turns back, just as he exits the camera, and just as the punch is thrown. It looks like he sees it, but it is hard to tell. However, he immediately skates back to the spot, to separate the guy that threw the punch - which very much implies that he did see it.

As for the ref, there is a shot on net, just as the punch is thrown, and since it is the last second of the period, he is watching the puck intensely. The other two are not in camera shot.
