It isn't only about the consumers and carbon taxes - looking further upstream the lack of stability puts businesses into a difficult position where there is uncertainty regarding resource development and extraction of natural resources.
On a larger scale we seem to be unable to get out of our own way so large reserves can't be transported to international markets. Instead, we have to hear about how every special interest group is intent on saying that it damages their way of living, from the hereditary chiefs to the mayor of Montreal. The problem is that every one of those special interest groups also has their hand out asking for more money that just isn't there because we have become increasingly unfriendly towards development.
