Buffalo has the 5th lowest payroll in the league. Adams has been building the team (with this being his 4th season), including a bottoming out drafting 1st Overall after Season 1 (in Draft #2 for him).
The Sabres situation is only dire if you look a larger window of time than you actually should be looking at.
They have some structural issues (no #1 centre, because the organization poisoned their relationship with the one they had). They're on pace to draft Top-5, and that's exactly what they need at this stage. After they draft another centre, then they can go get aggressive about their immediate needs.
The most Buffalo Sabres thing they could do right now is panic prematurely. The owner should be going to Montreal to help tell the players that they're all in this together, and they're building something. Everything else is just useless noise.
