Yeah, pretty much.
I've always thought that the Jays should be run like Tampa (except with money). That is to say that they should aim to be a Tier 1 Evaluation and Development organization except that unlike Tampa they should use their money to retain the super-star level players they make early (since they can't use the money like NY does to just replace them with other Superstar level FA players). Players seem to like Toronto just fine when they actually get there and they have the financial muscle to keep guys if they want to... it's just getting them there that's the problem.
That's how Toronto can build a sustainable winner. Not this gun shy approach where they just let guys run down the clock on their arbitration years.
