Anyone who isn't under contract to a CPHL team and not eligible for the draft as a first-year, yes. Since the CPHL draft is only 4 rounds (but used to be 5), there are more prospects available as free agents.
I assume devo is referring to when it was easier to have those guys slip through the cracks, but nowadays there are so many publications and whatnot that trumpet guys that it's harder to find ones that aren't snapped up. As soon as Sportsnet publishes a list of college free agents, you can bet most GMs are perusing the list and then frantically checking to see if that player is signed yet.
IRL Hellebucyk, for example, was a 5th round pick, and obviously wasn't drafted in the CPHL. 10 years ago, it's not hard to imagine a guy like that slipping through the cracks here and having devo sign him;; his college stats are great, for example.
