Twitter provides a Javascript script that does it. So the forum server sends the web page code to your browser that includes what amounts to "INCLUDE TWEET NUMBER 12345 HERE!!!" code as part of the page code. Then the Javascript code runs, gets the proper code from Twitter for the desired tweet and replaces the "INCLUDE" code with actual code that displays the tweet.
