The intention, i think, is to help combat the rise of Private hockey leagues (HSL/PHL) by giving parents other choices within the scope of minor hockey. Those leagues involve a tonne of travel, $$ and time commitments.
As it is written they would need to be able to justify the move and have it approved by the minor hockey association they are in (if rejected they can go to Hockey Alberta directly).
I think where it gets dicey is if you have certain MHA (cough* Glenlake cough*) that would go out and potentially recruit players from other organizations and have them change over.
