Do you not see an issue with that? Either blow the call dead when it occurs or let the play continue.. you can’t decide it’s a penalty 9 seconds later and only after allowing the opponent a free zone entry and potential scoring opportunity.

This is true...if the linesman is calling the offside is he really able to delay it 9 seconds? Like a ref would have his hand up the entire time. If it was a delayed penalty Talbot would have gone to the bench.
Also in that screenshot the two Flames coming on are basically touching the bench...maybe a few seconds later is more convincing but I can show you screenshots of 10 players touching the ice on a line change.
