There is also data in the U.S. that suggests 4.5 million illegals staying in the U.S. (or 42% of all illegals) are people who first entered the country on visas. It's a small percentage year-to-year, but it adds up over time. There is similar data online for Australia and the U.K. I'd be surprised if Canada is vastly different in that regard. For whatever reason, Canada doesn't seem to have a lot of publicly available data on it.

Also, it just seems odd that there would have to be an announcement that they will be asked to voluntarily leave. It should be implied without asking, and if something is an obligation, it shouldn't be considered voluntary.
