CBSA does track everyone who leaves through the Entry/Exit program that was developed in coordination with the US (but does not strictly apply to the US border), and that information is accessible in real time to IRCC.
This has been around since 2019 (land) and 2020 (air).

So it is false that they have no way to track or enforce, nor that they have the infrastructure to do so.
