If so, the bottom is HDPE, which unfortunately bonding to is difficult. You would need a special glue which will cost you more than the toboggan is worth. You could try going to Industrial Paints and Plastics and seeing if they have any left over sheet stock of HDPE and melt fuse it together.

Having said that, you'll be left with a bottom that won't be flush, and lots of work for a low value toboggan. I would go with an injection molded poly sled which will hold up better to tears. Kid will be slower on the hill, which could be a good thing.
