The strategies they used last time won't work so they need to come up with something else. Last time when Trump put tariffs on Canadian aluminium and steel, Canada responded by putting tariffs on very specific things produced in swing states. This time around, Trump doesn't need to worry about re-election so that approach won't be as effective.
I think the only thing Canada can do is be tougher on the border, but I just don't know how you do that. Honest question, because I really don't know legally how it works, but can Canadian border officers stop and search Canadians at the border before they enter the U.S.? I always thought the onus was on the country receiving the traveller to make that determination as they enter not as they are leaving.
It's not like North Korea where borders are designed to keep people in. They are designed to keep people out or at least regulate what comes in.
Of course the other alternative would be to jack up the prices on commodities they need and can't quickly replace (energy for one). But then you also risk escalating things more.
