I really liked Damar. His character arc, IMO, was a microcosm of all Cardassia.
Dutiful subordinate--> Pesky enemy --> emboldened second in command ---> GLORIOUS LEADER (who finds out that they're an undignified puppet ---> shameful collaborator ---> reluctant conspirator ---> leader to the downtrodden ---> self sacrificing hero
When Veela later fawns over him I don't think she's just doing it for Garak's shame. He's literally the picture of all cardassia, and his effort to reclaim his honor is for all cardassians to replicate.
