I am not able to read the article you posted, but according to the numbers you quoted, encounters at the Canadian border are up from ~ 2200, to 10000, to 23700 year over year.
That is a huge increase, I can see why those numbers are concerning regarding migration.

There is also a growing number of known terrorists crossing the border going into the US.
Its a growing problem, and one that any country with half a brain would be concerned about.
