As with most things Fifa, though it has to be a little more overt nowadays, $ talks. And then, second round is enticing a particular national federation to choose, money also involved there as well.

As discussed, training at altitude would be somewhat of a differentiator for Calgary (but, also Denver and other spots). No idea (outside of facilities, treatment facilities, security etc) what goes into a desirable choice for national teams for the amount of time they are here.
Yes, the article says that the list will be expanded further in 2025, and that options in both Canada & Mexico will be added.

Pure speculation of my part, but I think this works in Spruce Meadows favour. I think that there will be some political pressure to have at least one team to have their base camp in Canada, and it may turn out that the team that could be under the most pressure to do so might be Canada itself.

I can't think of any facilities in Canada that would compete against what we have here: grass pitch, altitude, plenty of hotel rooms within a 30 minute drive, major airport, approximate 1 hour flight to games played Vancouver, Seattle, not too far away to games played in SF, LA, KC, Dallas, Houston & Toronto. Mere speculation on my part, but that's how I'm reading the tea leaves.
