It's a bit of both TBH.
He probably should be more of a focal point on the power play but it really seems like he hasn't been the guy the PP has run through in his entire time in Calgary.
Even in season 1 I remember games where Andersson and Toffoli would just pass it between them on the RH boards and never even look to the LH wing where Huberdeau was.
But he also doesn't really command the puck on the PP and when he does have the puck hasn't really been able to create chances.
But in the end the PP isn't bad because of one single player, the unit as a whole seems to lack movement, is very passive/static, and is too predictable and lacks creativity.
