It's being reported by Russia as well that the missile is a new intermediate range missile capable of traveling 3 km/s, so the U.S. and Russia saying the same thing. To be fair to Zelenskyy, he said the missile showed "characteristics of an ICBM", and other people seemed to run with it actually being an ICBM. At this point, I don't think it matters. An ICBM can travel faster, but also flies higher and is easier to notice after launch because of that. They don't need the range to hit Ukraine.
The U.S. is also saying that they knew about the weapon and that Russia was likely going to use it in retaliation, and gave Ukraine a few days notice to prepare. They also said that they are sending "hundreds" of more missiles to Ukraine.
