The Trump cabinet selections have been absolutely brutal and have only one goal; destroy government from the inside out. If you haven't been paying attention, and it appears not many have been, the whole goal of the RW think tank community has been to destroy the government and let the market - nee new-day robber barons - "fix" the problems. They don't care about correcting the small problems that exist in government agencies, they want to use thermonuclear devices to wipe those agencies off the map. The think tank community has been proposing this for decades, but most people haven't been listening or given a ####. Now that we have a nutjob in the White House again, and one who is so entrenched with one of those think tanks, the agenda is going to be rammed through as quickly as possible. Hence the other nutjobs with zero expertise or functioning braincells being nominated for those roles. The only thing between the complete collapse of important chunks of the government.

Plus, he wants to eliminate these bodies as well.
The African Development Foundation, the Appalachian Regional Commission, the Chemical Safety Board, the Corporation for National and Community Service, the Corporation for Public Broadcasting, the Delta Regional Authority, the Denali Commission, the Institute of Museum and Library Services, the Inter-American Foundation, the U.S. Trade and Development Agency, the Legal Services Corporation, the National Endowment for the Arts, the National Endowment for the Humanities, the Neighborhood Reinvestment Corporation, the Northern Border Regional Commission, the Overseas Private Investment Corporation, the United States Institute of Peace, the United States Interagency Council on Homelessness, and the Woodrow Wilson International Center for Scholars.
This isn't taking apart institutions put in play by Democrats, this is taking apart bodies that have been put in play, mostly by Republicans, to benefit all Americans and safeguard our nation.
Make no mistake, these changes are intended to weaken government so it will fail. This has nothing to do with trying to improve government, this is do damage to the foundation and hope the whole thing comes crashing down itself where the "free market" can profiteer on the backs of American tax payers.
