They weren't allowed to release it so close to the election as it could have swayed the election results.
I mean, maybe? Republicans don't generally seem to care about criminality or misconduct otherwise, so I doubt the 'highly critical' contents would have changed the outcome. But then again, it does seem a bit of a ridiculous policy if the report contained reasons -- as it surely does -- that someone might not want to vote for Gaetz.
