I think Locke is talking about the culture that would develop if the team were to embrace losing as the route to future success. That strategy will get you the higher draft picks, but what then? You bring the cream of the crop of young players into an organisation which has become comfortable with losing.

These young players are then typically placed under immediate pressure to change the fortunes of a group of more experienced players that are used to losing. It heaps more pressure on them, they’re thrown into pressure situations without the chance to develop and likely end up adopting the same losing culture as the rest of the team. Their only hope then becomes the chance to get out of that negative atmosphere at the first opportunity.

Edmonton had what some fans want - number 1 picks, almost all of whom changed absolutely nothing.

Edmonton’s strategy was to get the best young players, their culture destroyed most of them.
