I know fans like to hang everything on Treliving now that he’s gone. But these big strategic decisions are made collectively. From the comments of Conroy and Bean, in the wake of Gaudreau leaving and Tkachuk announcing his intentions, the braintrust of the team - so Treliving, Edwards, Conroy, Bean, Maloney, Nonis - considered the rebuild route, and then decided against it.
