I'm not sure I agree with you. The late Abe had more than 80% of his cabinet filled by people who were also members of Nippon Kaigi. Japan's current Prime Minister, Ishiba is also a member of Nippon Kaigi and is pretty well known for his conservative leanings including re-militarization and even recently reiterated their plans for constitutional revision.
