It would destroy the game utterly. The problem with that standard is that it is no standard at all, but a matter of each official's opinion on something that
could have happened but didn't.
‘Yes, #15 separated his man from the puck, but it is my belief that he could have exerted 14% fewer newtons of force on his opponent and achieved the same result. Of course I can't run an experiment to check that under controlled conditions, but wotthehell, I'm the ref! Therefore, minor penalty for hitting too hard.’
There is simply no objective way to measure what
could or
should have happened. No form of honest competition can be scored in such a way.
