But there has to be a better way to do it than paying Fido or Telus daily for International roaming (which is what I do for the 14-ish days a year I am out of country).

The other option might be to port to Freedom Mobile in Canada - while they may not have the greatest coverage locally, right now they have a 100GB data plan, and that includes 20GB "Roam Beyond" to use abroad for $55. She can keep her same number and use it freely in Australia (unless she needs more than 20GB). It's not a bad price. It also includes phone calls within the country and home to Canada.
Otherwise, if she has a phone that has dual sim, she can always try to get an eSim from an Australian provider and use that for data, and downgrade her Canada plan to very basic. It wouldn't help much for phone calls though.
