While I think the WWE can be rightfully accused of many things, in this case I don't think there was much they could do.
I'm sure that, at the moment they needed to make a decision about Raw, that a tribute was probably the best possible solution. In hindsight it looks bad, but they needed to pull the plug on the live production and they probably figured they had to do something.
