I don't believe you.
I've been at this a long time, too. Started going to corporate boxes in my 20s. First time I showed up for a Flames game in a hoodie in a Big Five bank's box...it's a hockey game, why dress up? Nope, suits. I was young and felt very self conscious.
Not going to start listing the corporate boxes I've been in and am going to be in, but dressing up is very standard.
Only thing I can think of to reconcile what you're saying is what you consider dressed down is what I consider dressed up. Dress shoes, slacks and tucked in button up shirts? Sport coats? That's dressed up to me. Suits even more so, obvs.

Jeans and a t shirt. Or an oilers jersey if they are playing (like on the 3rd). I went to the Philly game and the hawks game and no one was dressed up. Went to a concert a few weeks ago and also the two weekend matinee hitmen games (albeit those are more family affairs). Probably 20 last year and then all the years before..
Different industries maybe. Was just surprising to read to me.
