It comes down to cost vs return.
For Kuzmenko for example, if you can sign him for 3 X $5M, vs being able to get a 3rd in trade, you sign him. If the cost is 6 X $7M, vs getting a 2nd and a 4th, you trade him.
Obviously it will end up somewhere in between, and you make the choice you prefer
