If Pelletier was a shutdown D then maybe Hanley does get waived...
They fill totally different roles.
Also, the idea is it's a calculated risk to waive and demote Pelletier so that he can get top line minutes and develop in the AHL after his injury, rather than stay up and stagnate his development by letting him sit all year in the press box.
Unless you were thinking of just handing him top-9 minutes in the NHL even though he's done nothing to earn them.
Nobody cares if Hanley eats popcorn in the press box for 82 games and cover for emergencies.
