Sounds like he knows he's at fault, and trying to scare you off.
Like others said, file your side, talk to insurance, they will be able to advise you either way, they should be able to give you your options (cost wise) and it should still be your option which way to go.
If the investigation finds him at fault, you'll pay nothing.
I'm not sure if this is possible, but there are a alot of traffic cameras on various intersections, and they may be able to search back. Ithink they can for specific incidents (ie. accidents w/time location info).
