Those "one but two" potential violations of parliamentary privilege that is causing this "longstanding parliamentary protocol" to occur are both Liberal corruption scandals and both involve failing to provide necessary documents. "clearly did not fully comply" is the words used by the Speaker referring to the government.
Scheer is a dweeb for stating this seizing of the house of commons is happening as a result of Liberal corruption instead of using "longstanding parliamentary protocol" (even though said protocol being used is as a result of said Liberal corruption).

Close. He’s a dweeb because it has nothing to do with how “bad” it’s gotten. It’s just the protocol, and he knows exactly how it works because the two motions that triggered that protocol were put forth by Conservatives.
- Conservatives put forth two motions concerning potential privilege violations
- Protocol states that motions concerning potential privilege violations automatically take precedence
- Scheer lies and says the speaker ruled that all other business must be suspended because “Liberal corruption has gotten so bad” when in actuality it was suspended because the Conservatives put forth two motions which automatically suspended all other business
