This putting on hold is a result of "longstanding parliamentary protocol" as per the reporter.

Those "one but two" potential violations of parliamentary privilege that is causing this "longstanding parliamentary protocol" to occur are both Liberal corruption scandals and both involve failing to provide necessary documents. "clearly did not fully comply" is the words used by the Speaker referring to the government.

Scheer is a dweeb for stating this seizing of the house of commons is happening as a result of Liberal corruption instead of using "longstanding parliamentary protocol" (even though said protocol being used is as a result of said Liberal corruption).

The language can be confusing at time. I was trying to get a balanced understanding of it all. I am still unsure honestly
