C-319 was already passed last year but because it requires the government to spend, it also needs royal recommendation.

This vote was to push the government to expedite the royal recommendation to get this passed in law. Note that it can still be held up in the senate (as far as I understand it still needs to go through it).

Liberals voted against it last year, all other parties, including the Conservatives passed it. Likewise, all parties today voted on the motion, while Liberals (including Han Dong) voted against it.

Liberals are dead set against it, citing it as an opposition bill and not a government bill. They have been pushing hard to not have it being law as it would destroy their upcoming budget.

* Got mixed up with the other BQ bill, where Liberal appointed "independent" senators have been holding it in limbo in the senate.
