It's more likely a majority of owners don't want to do regular business with a PQ nationalist in a market that adds a giant language barrier combined with the highest marginal tax rate in North America to all of the other barriers to success that smaller Canadian markets like Ottawa, Winnipeg, Calgary, and Edmonton face. Or even if the majority of the owners do (unlikely, but possible), the Bell and Molson boys probably don't want infringement on their turf -- in addition to not wanting to do business with PKP.
It might be different if the Saputos or any of the Couche-Tard/Circle K guys were behind the bid. It might not.
