In a no stopping zone you can’t stop, even for a few seconds to get a passenger. Taxis and Ubers still do but they suck.

The definition is actively loading or unloading. Waiting a short period of time is considered parking. I linked above.
It’s probably more an enforcement thing that it’s worded like that then actual intent though.
