So here's where I don't quite know, which is why I asked those questions. To address your bold statement, that's not true. Hezbollah is not the Lebanon government military.

So to me, Israel is at war with Hezbollah, but does that extend to Lebanon? It's not like Gaza and Hamas, even if you want to stretch that responsibility to the people. I think it's more complex. Could Lebanon negotiate peace with Israel? Doubtful, without control of Hezbolla. This is a good article for background:

Consider the killings of Canadians by what is suspected to be the Indian government. Clearly India is not at war with Canada, but they are in conflict with the Sikh separatist movement and have brought that battle to our country. Canada would not help India. Obviously much smaller scale, but you see it isn't the same as countries going to war.

As to the terrorism/war exception, well ya, there will be more leeway in a more traditional war between nations.

My overall objection though, is this is just more of the same cycle, and does nothing to help safety or security of anyone, and will result in more needless deaths. Maybe I'm wrong, but I think history is on my side on my worries.
